I have an underground stopcock that is leaking a lot through the gland. I have dug down three foot to access the stopcock as I also want to move the 28mm black plastic pipe two feet to the right as well as be sure what was leaking the pipes or the gland. The tap is brass with brass nuts.
What is the best practice way to sort this repacking so that I can have confidence in it; as I don't want to dig down again and I will be putting paving over the top when finished.
Most of YouTube suggests just wrapping ptfe around the shaft and retighten. I have in the past used boss white / blue and hemp, but don't have any to hand. Whats the best / most secure method to sort this underground stopcock? If hemp then I will find some, if ptfe how many times around the shaft would be enough once I have cleaned out the old packing. Thanks David
 
Pics would help a lot. If you’re looking at paving over the top, you’re gonna be putting in an access right?

Either way, if you’ve got pretty good access now, I’d be replacing the whole valve.

I have attached pics for you, not sure if its possible to add to the original post. The two concrete posts are for mounting the hose reel and where the tap will be moved to.

The original access will be put back which was a standard six inch square cast iron cap with an earthenware pipe as the chamber.
 
Remove the stopcock and put a new piece of pipe in joined to the old pipe with the joiner somewhere that's not under the new patio. Then fit isolation to the supply as it exits the ground.

Of if you can replace the whole lot back to where it is supplied from that would be even better, no joins under the ground.

Leaving that stopcock in the ground is an issue waiting to happen.
