Hi we have a job where a 3rd floor conversion flat has poor flow from the kitchen tap, the pressure is ok, the problem only occurs weekends when the other flats are occupied and using facilities. The flow was ok before more flats were added.

The pipe coming into the flat is 15mm but you cannot trace the pipe in the flats below as it is behind walls etc.

The managing agents have asked me to run a new run from the water board main in the road to the 3rd floor, I have arranged the new connection with the water board, but does anyone know if there is any problem in the water regs with running a pipe externally to the 3rd floor as trying to run it internally would be a nightmare
 
i would imagine there is too much risk of freezing so i doubt they will allow it because a burst pipe would go in water wastage catagory imo
 
goes against the common sense regs to fit water pipe outside
you do it for an outside tap, but turn off over the winter
you say it would be difficult to trace pipe through the other flats, but where would you be disconnecting the supply to the 3rd floor flat?
it would need to be where it tees up from the flat below, otherwise you have left a dead leg which is definitely against the water regs.
