We need to run a secondary hot water loop around a property but the builder does not want copper does anyone know of a pipe to use that is legal.

Indeed. I have known builders for whom the laws of physics were merely "best practice".

Can poly pipe be used for hot return pipework, think I heard someone say you couldn't.

Builder probably doesn't want copper as he, or somebody he brings can't manage anything else other than push fit plastic.
Get a decent plumber in to give advice and take what builders and other trades say with distrust.
