Everything has definitely been signed off and I have the original.

The boiler was registered and fitted by a corgi registered plumber and we have all the gas and elec certificates as well...

Corgi haven't been doing boiler registrations for almost 10 yes ten years. Me thinks you needs to call the council. I'm not trying to be a nob but you have been done and are by the sounds of it too stupid to even notice.
 
The smell has different intensities. Sometimes the eggy smell stinks the whole ground flood and other times its confined to just the utilities area.

The eggy smell happens less frequently but the other stale kind of smell (maybe a drain water?) Is more consistent and smells in the utility/WC area...

That black pipe in my picture probably sheared off and has filled under the floor has split and under that floor is a lake of sewage?
 
U said you lifted tiles i take it you mean floor tiles?? can you lift any other areas that are of ease to investagate as thats what your going to have to do , call in a plumber that youve heard good reviews or know is good at there job in your area,, we can only surmise ,
 
Can u block the drain in new manhole? Then fill all the pipework in house? It should hold for 24hrs with less than 5% drop

Correct, floor tiles.

Unfortunately there are no others we can lift but there are some gaps in the stud walls behind the units that the sink sit on top of and there is no smell there as well...
 
Any recommendations as to plumbers in or around London? I have had a few plumbers in already that have looked at the setup but all they suggested was changing traps and smoke tests...

I didn't pursue them as I wanted someone who had experience with these type of issues and knew what different remedies to do rather than trial and error...

I am with Ermi on this one strap-on or 50mm waste has been damaged by that big set of class 1 steps either that or the smells are being drawn in through the upstairs window trick vent thats next to the original stack termination, have a look, thats never 3M away nor 900mm above.
