hi, after installing a wood-boiler stove, 10 years ago, for living room, we get tar-water streaks during heavy rain, which smell terribly.
our set up is a 7 meter 6 inch double insulated stainless flexi liner inside the 20 inch or so, ceramic liner, which forms the chimney at one end of our house. we have a chinese hat on top. all these liners collect and end inside a steel connector, which attaches to the stove.
does the water condense and finds it's way through the brickwork into our living room? moisture appears about 3 inches beside where the liners assemble. the breast is made up of a 2 foot windstone wall.
this of course only happens during extreme heavy rain


 
Probably caused by the way the enamelled pipe (or whatever is used) connects to the liner. If it is just pushed up inside it and sealed at the bottom there will be a collection of soot there. You need to get someone to take the joint apart and have a look.

Has this only started recently?
Also, has the flue liner been swept and inspected at least once per year since it was installed?
If the liner has been fitted correctly and is in good condition, any condensation, rain, creosote etc should run into the stove rather than escaping elsewhere.

It sounds as though there is an issue with the liner where it terminates to the stove pipe above the register plate.
If it is leaking tar / water there is also potentially a risk that it will also be leaking products of ***bustion into the house somewhere. I'd advise to get a HETAS registered engineer round to have a look for you.

Woodburners should not be underestimated on the safety front, they produce a LOT more CO than gas or oil appliances and have the added joy of chimney fire risk if not maintained in tip top condition.
