Hoping for a bit of help!

Thought I had an easy job of changing my toilet seat however it seems to be more challenging than I thought.

It seems there’s no screw under the chrome. Just one long screw with a wing nut underneath. Please correct me if I’m wrong. The toilet seat also doesn’t have a press and release system so the seat itself doesn’t lift up off the toilet.

The problem I’m having is that I can’t get the wingnuts to move. Do I have this right in that the only way to get the seat off is to remove the wing nuts? I’d appreciate any and all advice on how to get them off!

They don't look that corroded tbf, lubricant and leverage needs to be applied. If not cut them off or find somebody who can.
