Hi,

This may seem a stupid question but can service valve's be used underwater? If not, are there any that can be used under water? The water is about 50cm deep.

25mm plastic stop taps are used underground, so in theory can be used under water
Plasson or Poly, can't remember which, but they came from Plumbcenter
 
The fountain isn't feed from the mains at all. It is topped up by a Jose a's and when. The isolation valve is after the pump, before one fountain outlet. The OP is a plumber but I have never come across another instance where a service valve is submerged.
