Vokera 28 linea.... Passing at new PRV

Pressure at 0bar but still works. When heating called for pressure rises to 3bar and wets the dog.

You mean.. pressure vessel losing air or pipe blockage to check?

Expansion vessel may be flat causing the water in CH to expand in the pipework, raising the pressure and blowing off from the PRV

Yes have you checked it, it sounds like its flat i.e wants recharging or its knact.

Ah yes... could it be a faulty pressure vessel (diaphram?) or just needs topping up with air?

Probably just needs recharging.
Drain boiler and leave the drain off open, pump the vessel up to what the manufacturer specifies. Check shrader valve with LDF to make sure it's not passing.

Clean PRV.
Close drain off.
Re-pressurised, run heating and make sure pressure doesn't rise to high.
