if its not producing hot water then wheres the heat going? is it overheating and tripping out?

Thats what I was thinking diamondgas ..... as long as it is safe then it can be passed but I wanted to dbl check. My concern is that it should be operating and doing what it is meant to be doing ....but as you say.... its a safety check.
Cheers

If its non operational when you are there, how can you confirm its safety? I would AR it incase it decided to spring into life.

If you re-read mfgs you'll see that it was doing everything it should be operationally except heating the water sufficiently. That isn't a safety issue its operational.... You can ID an appliance and issue a safety certificate because you have made the appliance safe. That's my take anyhoo's 🙂
