Please advise,
With the UFH mixing valve set to give 45^ Flow temp To the manifold circuit am I right to expect this temperature To remain constant whatever the flow rate, if any, there is to the manifold circuits?

Within reason yes but if your using a remote mixing valve don't forget about temp drop the further it is from the manifold
