No, thermostatic always mixes water, no matter what setting. You will ideally need flow limiters in there to sort the issue. To be honest decent manufacturers normally put them in the box.

you will find it is the flow rates, the combi will be slowing the hot water flow down in order to heat it. The shower should have had flow limiters on the inlets fitted, but it sounds like there weren't
Can you check the fitting instructions for the shower? What make and model is it?
to be honest Grohe make most products for Europe and thats normally decent pressure systems so this doesn't surprise me. Might be cheaper to swap the tap to a low pressure one. Or prop the Cold water storage cistern up if you can.
Pump is an option but it's not cheap, and you cant use a shower...

it has been drilled after casting to create the waterway rather than the difficult of having an internal water way. Looking at the pictures, particularly the last one i don't think they could have drilled it much bigger as it lines up with the other connections.
