This might be a stupid question but can I just check that this hole isn't supposed to be...

I am finding it very hard to remove the central heating filter ( part of boiler not the add on type ) which is located underneath the boiler.
Is it normal for this to be so hard to remove or do I just have to pull harder, seems like its jammed solid.
Any ideas or hints ?
Thanks
