I've got an issue with my water tank where every now and then it overflows causing water to come out of the overflow pipe which then falls outside. I've had this issue for a number of years and it is very starange as I can't see where this excess water comes from.

I've got an old heating system in my house, Baxi back boiler and 8 rads. Some of the rads have been getting warm at the top but cold at the bottom. I took one out and flushed it through. It took nearly an hour with a hose before I could get a clean flow! I though I would run some Sentinel X400...
Attached is an image of the gledhill combi tank in my newly purchased flat.
I can't work out what the second pipe going into the top of the tank does, and cant find any info on the internet.
Please can someone advise?
I think its a Gledhill economy 7 direct combi tank.

2 storey house, combi downstairs, cold water tank in loftwhich is leaking via the overflow.
Question is, do I still need the cold water tank?
As you may have guessed my plumbing knowledge is minimal.
