I am council tenant in the Northeast of England,We are having new combi boilers installed on the entire estate,paid for and arranged by the council.
just before they finished i noticed 2 rad pipes crossing electricity cables and pressing against them..cables are 1 x 45A cooker cable and 3 x 15A socket cables.After having words with the plumber and electrician i was told this was fine.I did some checking and as far as i can see this is wrong,they offered to come back and put it right. ( if it is fine why change it? )..

When they lifted the floor i spotted another point where pipes crossed cables about 120mm away on the same cables .. pic below.. and i insisted this was also put right.

After they left i decided to lift the floor on the landing myself to inspect the work,this is what i found..pics below..

another 2 places where hot rad pipes cross cables (the same cables further along),a steel screw holding gas pipe,steel nail touching rad pipes and the gas pipe ( unclipped except by the 1 screw ) pushing up about 15-20mm above the joists so the flooring pushes it down when refitted.
The 22mm pipe is the new gas pipe they installed to the new combi boiler.

The company want to come back Monday and clip pipes etc but im worried.
Ive researched this over the last 24h and it seems to me the cable will be derated by the heat ( 4 points within 4m of cables had hot rad pipes pressing on them) added to the ambient temp of the cable and the 65 degrees of the rad pipes could be a problem? as far as i can tell cable is rated at 70 degrees? and will heat up under load anyway. Please tell me if this is ok.
Also as far as i can see any ferrous metal + copper + condensation = corrosion is this right? so the screw and nail may be a problem?

I cant get to the place where the gas pipe crosses the cavity to see if its sleeved or the other 8m or so of gas pipe to check if its ok.
should i be worried or am i over reacting.

Any advice would be appreciated. sorry for the long post and i wont bring up the crisp packets etc or wet towel left under the floor..
 
Hi Steve. I'm sorry for the short response mate but in a word as my dog would say, RUFF!

That is some very sloppy work. The flux has not even been cleaned off the joints. If you were paying for the job yourself you would with-hold some of the payment. The council or HA must have some site supervision. Worth giving them a call. On the gas side you can always contact Gas Safe with your concerns. Unfortunately this work is no rougher than a lot that has been in place for years. On the properties we work on it tends to be old woodbine packets and occasionally broken clay pipes under the boards.

I have arranged for the council clerk of the works along with the site supervisor, plumber and electrician responsible for the work to visit me on Monday..Im trying to gather as much advice as i can before then so i can get this sorted.
 
my 3 biggest concerns are the joists look to be excessively notched and in one pic you have a water pipe resting on a bent over nail. With expansion and contraction over time this could lead to a leaky pipe. The gas pipe should definately not have to be pressed down with floor boards either as you walking on those boards will flex the pipe and possibly crack a solder joint causing a gas leak in a confined space.
 
some councils sub out the work for a very small price - pay peanuts and you get monkeys - i would report the work

That's exactly what I thought BP.

Ultimately it's between the HA and their contractors. It could be as rough as bulls lugs but the HA will only get what they pay for. imho.

Doesn't excuse the pp work and a good example of why cheapest is not best (in most cases anyway).
