Air Source Heat Pump - Help!

I hope someone is able to offer guidance, I have a 'Air Source Heat Pump' (Model: RS-82P5AT). After a power-cut the clients unit on power up continually displays error 21. It is not a code that appears in manual. Could anyone point me in the right direction on this.Thank you in advance...
