baxi duo-tec 28he 168 fault

I have come accross a problem with a Baxi duo-tec 28HE boiler.

The water works fine but heating will not work and code 168 flashes up.

Yet i can open a tap and when ignition has proved i can switch on heating close the tap and the heating works fine.

I have checked the diverter valve and this goes in and out and clicks.

Baxi say it could be the board but could be is a cop out is it really that ?

ive had this fault a few times after some research pcb sorted it every time???
