Bleeding a radiator with broken valve

Hi all, my sister’s house has a radiator that needs bleeding but the valve is broken and rusted (see pic). What would be the best (cheapest) course of action?

As above, replace the rad.

For a temporary fix drill a small hole at the top of the rad to let air out then screw in a self tapper with a bit of ptfe on its threads. But this is silly, just replace the rad.
