I'd recommend the Klein Tools NCVT-4IR. It's a decent brand name, accurate, pretty robust and very compact if you're carrying it in your tool box. Never figured out why but it also has a built-in voltage detector. I think they're about 30 quid on Amazon.
There's cheaper generic Chinese temperature testers but from experience they're not all very accurate, generally poor build quality and I wouldn't recommend. I'm not sure what you consider 'inexpensive' but if you're looking for a professional use tool with a longer distance-to-spot ratio and better result repeatability I'd suggest look at the Fluke 59 or 62 but these will cost you 100 quid or more.

I use a clamp on thermometer with two clamps. It is more accurate and will give the temp diff which is what you're interested in.
You can watch the differential as you balance the rad. Only my opinion of course but it works for me.

Etekcity was the cheapo gun I bought around 2 years ago. Been very good for outside temps and inside temps etc. Used it not long ago for heat ex temp. Lazer spot is a bit out but I don't tend to use that much anyway and you can turn it off if it bugs you. Spark I know has a Fluke which was a lot more expensive and you can set different coefficients in it for different materials surfaces but I personally think its going too far for what I need.
