Cutting through rusty metal

What do you guys use to quickly cut through rusty metal?

I had to hack away on rust-fused butterfly wings on a closed-couple toilet this morning for way too long and kept thinking there has to be a better way. When there's no arm-room it's a real hassle.

Dremmel with a small cutting disc works a treat on rusty wing nuts.

If they're really rusty it's always worth wiggling them with a big pair of grips. Sometimes they'll just snap right off. But otherwise some sort of electric oscillating or rotating mini machine will woof it off quick sharp.
