I was having problems with a torbeck float valve. Basically, the cistern would fill and the float valve would kick in. After about a minute though the valve would open slightly, water would trickle in and the cistern would fill to the overflow point i.e the valve would never completely close again. After reading a few posts on torbeck valves, I replaced it with a Fluidmaster PRO75B. So now the cistern fills, the valve closes but after about thirty seconds there is a short burst of water, the valve closes and this repeats every 30 seconds or so.......I have high mains pressure (about 8 bar from recollection) so there is a valve on the main supply into the house limiting the supply to 3 bar. The instructions only tell you to remove the flow restrictor in the PRO75B if the cistern takes more than 4 minutes to fill, but it fills in less than 2 so I have left it in place.
 
Sounds like your flush valve could be letting water into toilet bowl, therefore fill valve kicks in to replace, can you see rippling of the water at the back of bowl?

If you can`t see any ripples of water in the pan use toilet paper to dry all around the bowl then lay squares of toilet paper just under the rim arouns the bowl, wait a few minutes and see if any of the paper becomes wet, if it does then the valve is letting by.

Thanks. There is a very small ripple that you can only see if you shine a torch on it. So looks like a dodgy flush valve as rpm suggests. Lucky I bought the set..........As it is a Porcelonsa unit and appears to be one of these toilets where there is no access to the cistern retaining nuts in situ, this will be one for my friendly plumber. Thanks once again.

You may be able to take flush valve apart without stripping cistern

post up a picture of the inside of the cistern so we can see what flush valve you have, and help you further.
