Our meter is in the pathway approx 50 metres from a two and a half year old house. Water bill has risen sharply in last 6 months. (Almost doubled).
Turned off stopcock in the house, checked meter, shows 1 litre per minute flow. Not sure where the pipe runs are (5 houses in the development). Who is responsible for the pipe from the meter to the house? (Severn Trent Water if that has any bearing)?
 
Two possibilities:
1. stopcock is faulty and there is a leak in the house.
1a. Close stopcock, turn on kitchen cold tap, let residual water run out, then a container under the open tap to see if anything comes out.
1b. If faulty stopcock, check WCs for water running into the pan even after cistern has refilled.
2. There is a leak between the meter and the stopcock. This will be your responsibility, not the water board's.
