Metallic clanking from boiler flue when boiler is off

I've got a boiler installed in the bedroom. When it's windy/rainy outside and the boiler's off there's a metallic clanking/tapping sound that seems to be coming from inside the flue.

). You can only just hear it in the video, but it's fairly loud and is waking me up at night. Any ideas on what this could be/whether it's worth getting an engineer out to look at it?

Unfortunately the flue is very high up on the outside, so it's near impossible to take a look in that end.

The boiler is a Vokera mynute E12 combi.

No, the gutter is sound. Rain could be coming in, but I think it's too loud for that to be the issue.

It's tricky to get a photo of, but it exits the wall horizontally (5 stories up) and has a cage like this over it:

I'm confident it's not a bird or rodent - it sounds like a metal flap/fan being blown by the wind inside the flue
