I want to remove my downstairs toilet sink and put a new more compact one on the adjacent wall. However there are two ring drain cocks at the bottom. I want to check that I should replicate the layout rather than just using elbow joints?

Yes, repeat, at the lowest point in the new pipework, as existing.
As you would have found out if they weren't there, it's a lot of messing about with rags, containers and or wet vacs to drain down otherwise.

When you decide the location of the new drain offs, make sure you can get to them when the pipework is finished and any cupbaord boxing in is not in the way.
 
Hmm. I ideally wanted to box it all in and avoid leaving the pipes like this as it’s ugly. I hopefully will never move the sink again. I’m not averse to wet vacs etc if this is going to be the only time I’ll do it. I’m going to add a couple of valves or flexible tails and a hidden access panel. I wasn’t sure if there was a safety reason for the ring drain cocks?

I wouldn’t bother with the draincocks, and certainly not if you’re boxing it all in.
Tbh they often leak after use anyway so if you have a wet vac there’s no advantage to them.
