I live in a rented house where the inspection hatch to the waste pipe that connects our waste pipes into that of the whole terrace of houses is in our back yard. It is the only access point on the whole row of five houses as all the others have been built over. My problem is that the main, communal waste pipe keeps getting blocked. Our landlord sent someone to unblock it who said that the blockage wasn't on our property but managed to clear it through the pipe anyway. Less than a month later the pipe is blocked again. There is toilet paper coming up from under the cover of the inspection hatch but we don't really want to call the landlord again as the problem wasn't even on his property last time. The neighbours have told us it's a recurring problem. Is there anything we can do about this?

First things first your gonna have to get someone out to clear cos it aint gonna fix itself, could well be a damaged section of pipe that toilet roll etc gets snagged on and causes the blockage probably caused by tree roots ingreasing into the drain or a section has been damaged during construction work else where along the run.

The only thing that can be done is to cctv the drain to see what keeps causing the blockage back you would have to speak to your landlord who would in tearn have to speak to all the other residents to see about spliting the cost
 
Employ a drain master. He can put a camera down to show where the problem is.
Could be a tree root.
