would it be possible to use per /pex plastic pipe on a oil tank feed to the boiler,in place of the old copper one.

You need pipe fit for oil & underground...

Qual pipe, inserts, cant expose it to light.

plastic.coated copper is more preferable imho
 
You can use the pipe above but not many do because legally it cannot come above ground so you have to fit two inspection hatches either end and adapt it to copper before it comes out of the ground. The hatches must stay for ever to insect the joint for leaks. It is easier to just do the whole run in plastic coated copper.
