Shower not getting hot

Just moved into a new place, and the shower isn't working properly.

Here's how it goes:

1) It becomes lukewarm only.
2) Especially if the boiler is on, it becomes very hot for a short time then the water pressure disappears and it stops flowing. After a while it starts going full force with hot or lukewarm water.
3) It works, but the water is very hot.

Not sure where to start troubleshooting this. Obviously we've tried turning the heat up or down, but it has no effect. And yes, other taps do get hot.

Any ideas?

Sounds like a shower head/hose restriction, try removing these and try again. Make/model of boiler if no joy, thanks.
