Small closet sink leaking

Can this be fixed without having to buy a new sink?

The leak seems to be coming direcly from the join under the plug hole, its an ordinary one not a pop up. It is crumbling there too and a bit of see through plastic has broken off where the join is.

Will the silver plug hole have to come out to put another back in as I can't see how this can be done without breaking the sink

are you refering to the actual basin waste/plug hole as viewed from above the sink?.
where in the uk are you?. we may be able to give you a guide to how much the repair should cost.

No below the sink its above where the plastic pipe screws onto the straight one, its not coming from any of the threads its the main join. The see through plast washer type thing that a bit has broken off of is undernieth some white crumbling stuff. This is an old sink fitted probably 25 years ago but I don't really want to get a new one as I'll have to get a loo to match
 
seems like you are refering to the underside of the basin waste where it connects to the trap.
this may be covered with boss white that is crumbling.
either way it should be easily repairable.
cost =1 hour plus parts seems likely.
