I've just checked mine and the mains charger is 15v, but the in car one is obviously 12
So I'd say yes on the 12v question, just take longer to fully charge
Or give Anton a call to be sure
 
I lost mine and got a 15v universal charger from maplin. Did the job and no problems for 6months. Calibration company said incorrect charger and the office bought proper one.
As above, as far as i'm aware the lower the volts and amps the longer it will take to charge. Too high volts could damage battery. Too high amps doesn't matter as unit will only draw what it can. Too low amps and it takes longer to charge.
Anton will say to use the approved charger...
