Recently my heating system will not seem to switch off unless I go to the programmer (SUNUIC Select 207 XLS) and set it to off. I have a combi system downstairs and a storage tank upstairs.
For the last three years I have had it set to come on according to the thermostat. There are two thermostats in play here, one upstairs and one down (both different control panels).

For the last couple of days we set the thermostat down to the lowest position and we still find our house roasting hot.
I've tried cycling the positions (ON, AUTO, ALL DAY and OFF) to see if it would kick it back into gear and also tried turning the whole system off for a couple of seconds this morning but it still stays on.

For now it is in the OFF position as probably costing me a fortune.

Does anyone have any experience of similar issues and anything I can try to do to fix this problem. I am not a plumber and do not have any experience in repairing systems like this so please excuse any ignorance....

I will be taking the plunge into a maintenance plan once this is fixed but its too little too late for this issue.

Yeh its defo an electrical problem with time-cock. if boilers on then its getting power fr om the clock. Clocks aren't too expensive and a relatively quick fix. Call in a spark or a gas safe registered engineer to fix your problem
 
Your description of your system isn't enough to accurately diagnose the fault.
I'd be looking at both the programmer and motorised valve.
Maybe your better option would be to post your location and get one of our members to have a look.
