Toilet flushes fine - but then appears to back up.

Moved into house and had new downstairs cloakroom toilet fitted. Flushes perfectly and quickly. However, over the next hour or two the water discolours as though it has not been flushed and if a brush is then used, bits of paper and ‘other matter’ appear in the bowl. Any ideas please? Confused as there is no problem with the initial flush.
 
Is there another toilet connected to the same discharge pipework and is this flushed ?
 
Does the pipe go downhill from the toilet, I have seen new installs where the previous toilet had a higher than standard outlet and the installers couldn’t be bothered to re-drill the wall to lower the outlet slightly- the result was exactly as you describe…
 
Was the there already a toilet downstairs and you've just had a new Pan and cistern fitted or is it all new including connection the existing stcak / new connection to the drains?
