Is there a wayin which i can take off exisiting Trvs and Lockshield Valves and put new ones in without draining down the system?

If you plug the cold feed and open vent, shut any auto air vents and shut off the valve at one end of the radiator you may be able to change the valve at the other end of the radiator. This won't work if there any minor leaks in the system.

Thanks Mike can i buy theses plugs for the tank? and what if its a sealed system what would you do then?

Regin do a kit for rad valve changing. With a sealed system as long as all aav's are shut you can release the pressure with the prv and then use the same technique.
