I'm wondering if a failed gas line test indicates a gas leak. If so, is it a requirement to upgrade gas supply line from galvanised steel to copper? Would you replace all gas pipes? What would you be looking at in terms of cost in Victoria Australia?
 
I would say yes you have a leak if it’s failed a pressure testing and depending on how it’s run might be cheaper to replace than to find the leak

It's not a requirement to replace the whole gas line if there is a leak.
First thing to do is try and locate the leak - if possible.
If you can, easily, then a repair could be done at that point and if the gas line holds pressure, it's OK to use the existing service

Where abouts in Vic are you located?
