Anyone seen one of these before saw it on a job in Hove I've no idea why its got two handles! Hove stopcock.jpg
 
Ive not encountered one like this either. But can only think that the fitting between each wiped joint is an actual brass fitting that has been wiped into the lead. This sugests to me that the one one the left is used to throtle down the flow, and the one one the right is to stop the flow? Some old git on here will know, if there is any one that old. 🙂
 
Its not photoshopped apparently its called a Brighton stopcock and supposedly quite common down here but nobody can explain what they do!

It is probably a victorian double check valve 🙂

Ah just found that exact picture from 2005 on a DIY not forum, from a JackS and the out come was it is a brighton pattern stoptap and the left stoptap can be turn off to allow the right to be rewashered without turning off the main.

How true this is I dont know and the picture could have been Photoshopped

Google "brighton pattern stopcock" its the same picture!
 
Got the picture from google images as I didn't take a picture at the time but they do exist "honest"
 
This is a similar idea with the metal seat at 45 deg. from about 1890 ..

"Double Shut-down Stop Cocks.
This class of cock is illustrated at Fig. 521 ; it is simply a stopcock having a second seating with ground-in plug. The object for fixing this cock is plain to practical plumbers. The ordinary screw-down cock valve is made of leather or rubber, which after a few years becomes perished with the water, etc.; or, if not perished it is ten to one that a small piece of stone or something else will be found under the valve when it is wanted to be shut down for repairs, etc. This entirely prevents the pipe being soldered, but if you first close the stop-valve with the ground in plug, and then take the top off and clean out the seating, or if required, drop in a new rubber valve or piece of leather on the old one, you can make sure that the main will be shut down, when you can go straight forward to work. This cock is made by Messrs. J Fell & Co., also by Hayward Tyler, but with the valve working from below, it is known as Beach's patent."
