Removing a toilet seat

For the life of me I can't work out how to remove the attached. Any advice? Cheers.

What does it look like from above? Looks to me like a toggle fixing like are used in cavity walls. Does the bolt have a cross head on it?

This is above. No cross head on the bolt.

Does that twist at all? Or can you get you hand on the fitting underneath and twist the toggle?

Won't budge. I can get my hand to the toggle but that doesn't seem to budge either.

on a second look that toggle won’t rotate I don’t think it will be jammed by toilet body.

Can you get a pair or grips / pliers on that top part to twist

There are flats on the bottom of top fitting for the spanner to fit so you can turn it
