on the baxi duo tec hea to test the hw flow sensor there should be 5 volts between red and blue wires - but what should the white wire give you ? when no demand then with a demand is it like the vaillant flow turbine 5v and on signal 2.5 or 0 depending on position
 
Hmm I am a rank amateur at diagnostics but I seem to remember if you remove the hall sensor and run a hot tap then stick a magnet (Like a pick up tool) in the hall sensor the boiler should kick in.

it should but if it does not need to prove wether sensor or pcb
 
There's a red led on the hall effect sensor pcb. If that doesn't light up there could well be a problem with the magnet in the manifold or crossed pipes causing the flow to be the incorrect way. Normally the led will come on with a small magnet pressed against the plastic housing in the sensor.
