Anyone local to Worthing worked on Dolphin Lodge?

Hi,

I have just been called out to a block of flats in worthing called Dolphin lodge.
I assume there is an unvented communal hot water system present as pressure it amazing even in top floor.

Bath tap has lost all function head just spins round and water all over the place. Have weighted head down and managed to stop water for now but unable to operate bath tap.
Hot water so hot it could melt your face off so thumbing it out of question.

One gate valve on hot water pipe in bathroom head spins no difference made to water pressure.

Anyone know how to isolate hot water on fith floor or whole block before I can speak to someone at management agency of the block.

I was think about one of these aladin easy fit isolator but only 15mm available and I need 22mm.

Any ideas??

had a good sniff around in the basement anything promising is locked giant steel pipes warm to touch but no signs of any valves.

How are they heated is there a box with a load of pipes ?
Gas fired boiler in basement i assume locked away could not gain access into boiler room today. Two pipes just coming up on same floor I was working there was a cold and hot feed coming through the floor going up to top floor with valves but it didn't change anything in flat I was working in as it was on opposite end of corridor.
 
Wasn't anything like this in there ?

Or Normally where the main stop tap for the property/ flat is there will be the hot shut off
