I have an oil fired Worcester regular boiler which suddenly has a mind of its own. Programmer totally off but the boiler is firing up. I’ve noticed that the valve doesn’t move when I turn on the programmer and click the thermostat to on. Should it? The DHW valve doesn’t have a visible switch so I’m talking about the heating one. Always had a problem that can’t just have had water as the radiators always come on too even if thermostat is down

In the picture is the lever loose or stiff when you move it ?
I can slide it to the on position but it slides itself straight back to off (even though heating is on). I can hear it whirr when I turn thermostat to on but it doesn’t move
