The above unit has just been fitted by a plumber. However the flush time is 12 seconds and is less powerful than my previous syphon and does not appear to clear all solids from the bowl.

Is there a restrictor in this syphon unit that needs to be removed to improve the performance or is this how it is meant to work?

Also from the instructions it suggests there is a "Reduced flush" option but this does not appear to be working - you either get a slight trickle of water by gently touching the handle, or if you lower it too much, you just get the full flush lasting 12 seconds. Am I missing something?
 
Cistern has a small amount of water left in the bottom after full flush about 1" deep. Flush time 12 seconds is the time for all the water taken to drop into the bowl on the full flush.
 
Close coupled toilet & cistern?
If you disconnect the flush lever from the syphon and pull out the Yellow pin the Blue section (the syphon) can be removed leaving the White tube where the water flows through. Pour water down and see what happens as thinking somehow there is a restriction there (?).

we know there is a problem - it takes 12 seconds to empty the cistern. Post 17 hints there is a restriction in the bowl -syphon tail too long. Would shortening this tail solve the problem?
