Reinforced concrete base, block walls - what is the holed wall for?
I'm also wondering how that was tanked? I have a small reclaimed-brick one in my garden, but I opted for a plastic liner, which I never felt was a good solution, though it has now lasted several years.

Sealed with then Sikka top seal something still good apparantly. holed wall to give structural integrity and let water pass back and forth It then went on to an intermediate high level storage tank above the main building via a KSB hya rain set in a building adjacent. The storage was for certain areas and the pump set also supplied some take offs direct . Automatic mains water over-ride when it didnt rain in Wales ! Pipework was all coloured green tagged and marked way before anybody insisted on identification

That looks the business and something similar albeit yours is on a much bigger scale to the koi carp pool I built. Recycling rainwater would be a damn good project up here in not so sunny Scotland. Well impressed.
So the holed wall is to prevent the wall collapsing when there isn't water in it to push the walls apart. I get it.
Will use Sikatop seal when my plastic liner fails then, seeing as it seems to work for you. Actually considering building another tank in back garden if I get around to it. On the basis that, with reclaimed bricks, the carbon footprint is very small.

16 m3 for this cistern The size is determined by a formula - Roof area for collection x filter efficiency x rainfall fig for area x overflow factor.
We have done some big yellow torpedos as well one which had to have a post box removed to get the artic round !
