I need some advice.

Moved into a new flat recently. My neighbours flue was terminating under a corrogated plastic lean to.
I went round and informed them this was really dangerous and was assured it was being sorted out at the weekend.
They subsequently built a new lean to, flue still under roof. I went round again and explained why it was a prob to be told it was being sorted. They have now boxed the flue in on 4 sides. The boxing is open only on my property boundary side.
I went round a final time to be told in a :nono:ed off tone that it wasn't a problem.

They are tenants and I have asked for the landlords dets but not given, I tried to look them up on web can't find anything.

They see me as a pain in the arse, I am just trying to prevent someone getting poisoned.

I am planning on building a shed against the boundary wall which will then seal the last side of the boxing in.

I want to report this but who to? Gas safe, council or Transco?

What is likely to happen as a result? I want to be able to write to the neighbours before I make the call so they are prepared.

Oh I put a carbon monoxide tester in the boxing in as soon as they built it and it is clear so far. Its summer though so its only been running when hw is on.
 
Call transco 0800 111 999 if you smell fumes or there are signs that the products of combustion are entering your house. Or your carbon monoxide detector has gone off.
