We have 2 toilets in the house that have been in for maybe 20 years and have push button flushing mechanisms. One isn't used frequently but works fine, the other one is used more frequently but only seems to flush intermittently. The toilets are not British made but I think either Italian or Spanish.

A narrow rubber tube is attached to the underside of the push button which is then attached to the flushing mechanism in the bottom of the cistern. The mechanism itself is a rubber mushroom shaped washer. When the button is pushed down it sends a puff of air down the tube which then lifts the mushroom shaped washer and the toilet flushes. Particularly if the toilet has not been used for some time when the button is pushed the toilet flushes normally. On other occasions when the button is pushed it's as if there is compressed air resistance and the toilet doesn't flush. Both the button and the flushing mechanism (the mushroom shaped washer) are new but the problem still persists.

Does anyone please have any idea what the problem is and what is the solution.

i hate those types of syphons, i know this wont help much but maybe look at changing it for a fluidmaster or equivalent. Iv often been to called to push button where that tube keeps popping off!
 
Fluidmaster Pro, all the way! i would replace the inlet valve while im there as it would be rude not too.
 
Gods sake - you have 2x 20 year old toilets - do you live in a wc museum ?

2x new ones will cost buttons and will save you loads of water

Probably the bellows in the push button or the flush valve. Best advice has already been given. Bite the bullet and renew the flush valves and inlet valves to give you another 20 years service!!
