You can fit a secondary meter without a met ticket.
2 x 30kw combis will need a flow rate of under 4.5m3/hr if you apply the diversity factor (just over 5.5 if you don't).
Run a 32 PE pipe and you should be able to keep your drop under 1mb.
The volume of 20m of 32mm PE is 0.0106m3 and a U6 meter 0.008m3. Work the rest out for yourself.
Nothing difficult about it.

Thanks tamz. I've never heard of using a diversity factor with gas before? I was just wandering how or when you use it?
 
It tells you about it in BS6400 and also your Viper or Corgi book under low pressure meter installations
You are only supposed to use it if there are more than 2 appliances which can lead to a situation where 2 x 35kw boilers and a 20kw cooker could be run on a U6 (5.9m3/hr) whereas 2 x 35kw boilers on their own (6.46m3/hr) would need a U16.
