We've ruled out a combi. Heating pipes in floor screed and only 10 l/min incoming.

unventeds out too ..solar thermal on the roof ? 2x cylinders a feck load of water storage in the rafters .

Finances don't allow for solar thermal at the moment. The budget is tight and half of it would be blown on the scaffold for a 4 storey place. It's also not a given that they'd get permission as the property is in a conservation area and driving along the road there isn't one property with panels on the roof. This may be due to the cost of access but also possibly planning restrictions.
