Its where civil cases cross the line to criminal. Most Police forces don't get involved because they have much more important things to deal with. But statute stands and is normally dealt with under civil courts. Its a matter of the contractor is probably right but, should follow the correct procedure in dispute and resolution in contract issues.

I got paid this morning. He finally saw sense after a few email exchanges. I just stayed professional, explained how I am now the supplier and generally made him feel bad but saying I was disappointed by his decision to not pay after I had gone out of my way to help him and done the job to a high standard of which he was delighted with etc etc.
