Do the Ideal Standard Ceraplan basin mixers come in HP and LP variants? If so, how do I tell the difference? Photos of the mixer cartridge (p/n A960500NU) often include two other small parts; one blue and one white but I can't find out what these are for. Could these be relevant to the low flow rate?

Just the one version as far as I can see. Should work down to 0.1 bar so possibly debris in the tap or a restriction in the supply.
 
It's a mixer tap and I'm getting the same flow rate on both hot and cold. As far as I can see, there's no debris in the outlet. I'm getting around 3.8L/min from either hot or cold and I consider this to be low flow.
It's in an upstairs bathroom, so I have a head of about 10 feet - approximately 0.3 bar. Now I look at the manufacturer's flow spec, this looks about right. I've got an apparently identical tap in an ensuite room with the same supply conditions and the flow rate is noticeably greater.
 
If the flow on the mixer meets the manufacturers spec that is as much as you can expect. You say the other mixer is apparently identical which seems to suggest that it is not obviously the same so it could be a similar tap from another manufacturer with a different spec.

If they are exactly the same, at the same height, and the same distance from the feed tanks there must be something different in the way they have been plumbed in.
