Pipe seal for flat roof

Hi I want to run a 15mm pipe through a felted flat roof. Does anyone know of a collar or seal I can use to weather it?

I did come across them but it says they are for metal roofs. Have you used them on felt before?
It will be insulated and I'll install isolation and drain off for the winter.

Don't see why it wouldn't work, I'd probably get some felt and bitumen over the flat flange at the bottom to add an additional run off for the water .
