tbh it belongs to the property owner. If you remove it without permission your on shakey ground im guessing. Best put something in writing when you give them your quote/ t and c's.

i had a mate who was working in high rise for a main contractor. The first few flats he took the large combined cylinder and scrap pipe. He then got told he was stealing and it had to be handed over to the main contractor or he would be reported to the police. So the next one he removed the cylinder from the cupboard, placed it in the lounge and filled it back up with water. He never got asked for it again.

Last time I had this I left cylinder and all scrap outside back door including old oil boiler, don't know how they got it in the back of there corsa
 
did a combi swap 3 years back, the customer was a miserable git, tight as a nats arse, told me to leave all the rubbish behind for him to dispose of. Finished the job and he asked where the copper pipe residue was, told him in my van but all the cardboard packaging was outside in the garden as he asked 🙂

I put in every contract i will remove and dispose of old boiler etc and they sign it.
If they ask about keeping scrap I tell them the can but i will leave all the other rubbish too and point out they wouldn't want it in their nice car and it's not worth the petrol money of taking it in and they will need to set up an account at the scrap yard with I.D etc. They soon go off the idea!

In my experience extreme buildup of sludge like you have photographed only occurs at certain bottleneck points on the system (around T's very common) rather than the entire system like it, so the areas badly affected can be easily replaced. BUT, powerflushing is still better than not, and with a good flusher and chemicals i'll bet that can be broken down and removed.

I went to a job , the lady wanted money knocked off and her dad piped up he wanted the 25yr cylinder ,, for scrap ..
 
Builders are the worst - I tell them if they want the scrap they will have cut it out this usually puts them off as they haven't a clue which pipes they can cut and which ones they can't!!!!
