Pump on the 28mm pipe i would is the boiler pipe work.

Who cut the pipe and left an open end and is the cold main.

Like I said, that pic was taken in the middle of renewing the old store.

Thermal store pump should be wired in to come on with the boiler demand (grey in perminant live, switch live orange to pump and boiler)
Then heating pump controlled via time clock and room stat.
