Tightnest test

JHi guys, finally joined the forum. Hope to get advices and help. New to the gas industry🙂
I have a little question: I was called out by npower to re connect the gas meter and purge the pipe work. I reconnected the meter and on the tightnest test I had 3 mbar drop. Let by was fine. Asked the customer of any smell of gas but no smell of gas. So is it ok not to investigate further because the drop was within permissible allowance. And if anyone can tell me what certificate should I give to the customer?
